The Nevada Department of Veterans Services is committed to supporting veterans and their families in the fight against opioid use disorder (OUD). Through the Preventing and Reducing Opioid Use Disorder (PROUD) program, we work to eliminate barriers to treatment, reduce stigma, and ensure compassionate, affordable access to life-saving care.

The Preventing and Reducing Opioid Use Disorder (PROUD) program provides help for Nevada Veterans or their families struggling with opioid use. Our team connects eligible veterans and their families with trusted care, practical resources, and people who understand the journey.
How PROUD Can Help
– Connect you to trusted providers for medication-assisted treatment.
– Help arrange behavioral health screening and treatment.
– Provide education on overdose prevention and response.
– Offer transportation assistance, when needed.
– Provide services at NO COST to eligible participants.

PROUD Partnership & Funding Opportunities
The Nevada Department of Veterans Services (NDVS) announces the availability of funding through the Fund for Resilient Nevada (FRN) settlement award. This funding opportunity supports opioid use disorder prevention, treatment, recovery, and wraparound support services for veterans and their families.
FRN funding supports NDVS’s Preventing and Reducing Opioid Use Disorder (PROUD) program which addresses the opioid crisis impacting Nevada veterans, service members, and their families statewide.
Funding Opportunity Description
- The project period for this funding opportunity is July 1, 2026 – June 30, 2027.
- Funding amounts are not predetermined and will be awarded based on available funds and program priorities.
- Eligible organizations are invited to apply for funding to develop, expand, or enhance programs that improve prevention, treatment, recovery, and supportive services for veterans and their families.
- Projects must demonstrate a clear connection to addressing substance use disorder and opioid-related impacts within Nevada communities.
- All funded activities must align with the Nevada Opioid Needs Assessment and Statewide Plan 2022 and demonstrate capacity to effectively serve Nevada veterans and their families effectively.
DEADLINE: To be considered for funding, applicants must submit all required application pieces by May 25, 2026, at 3:00 pm.

IMPORTANT FUNDING INFORMATION
Who Should Apply
Eligible applicants include organizations that provide or support services to Nevada veterans, military members, and their families, including:
- Nonprofit organizations
- Behavioral health providers
- Substance use treatment providers
- Community-based service organizations
- Tribal or rural health providers
- Other qualified service providers who support Nevada’s veterans
How To Apply
DEADLINE: To be considered for funding, applicants must submit all required application pieces by May 25, 2026, at 3:00 pm.
- Applications must be submitted electronically, via email.
- Complete application documents online, download, and submit via email.
- Required documents include:
- Budget template
- Scope of work template,
- BHCEN certification of eligibility (if applicable)
- Resumes of key personnel
- Submit completed application packages via email to PROUD@veterns.nv.gov
- Use the subject line format: (Applicant Name) – PROUD Application to submit the application
- Ensure all required attachments are included in a single submission package
- Late or incomplete submissions will not be considered
Required Documents
Funding Requirements
Funding is provided through the Fund for Resilient Nevada (FRN) in accordance with Nevada Revised Statues governing the settlement-derived opioid response funding.
FRN is established in Nevada Revised Statutes (NRS) 433.712 through 433.744.
All funded projects must:
- Align with the Nevada Statewide Opioid Response Plan
- Address opioid use disorder prevention, treatment, recovery, anti-stigma awareness/education, or support services
- Directly serve Nevada veterans and/or their families
Activities not aligned with the Statewide Opioid Response Plan are not eligible for funding.
Evaluation & Selection Criteria
Applications will be evaluated based on:
- Alignment with state opioid response priorities
- Demonstrated need and expected impact
- Capacity and readiness to implement services
- Experience serving veterans and families
- Strength of evaluation and performance measurement plan
- Sustainability beyond the grant period
